The normalization of diplomatic relations between Vietnam and the US was stated by the US President in Washington DC B.Clinton and Vietnamese Prime Minister Vo Van Kiet on July 12, 1995 in Hanoi. Since then, the bilateral relations have witnessed the strong progress on all aspects but vicissitudes. This article is viewed from an approach of the historical perspectives, from similarities and dissimilarities on interests of both sides affecting to the movement of the relationship for 20 years, and bringing preliminary forecasts out into the development path in the coming stage.

Vietnam so far is an agricultural country with the proportion of people living and working in rural and agriculture reached 70%. In many aspects of economic, social, cultural, agricultural and rural development of Vietnam it is not only the mainstay of the past but also current main force.

The article seeks to provide an overview on the status of agriculture and rural development in the economic, social and cultural structure of Vietnam from 1975 to 2015. By analyzing these causes contributes a comparative vision of the present-day movement of "New rural" in the context of global integration.



Mine Management Organizations of French Government in Colonial Indochina

To accelerate the process of mining concession and exploitation in Indochina, the French colonial government implemented administrative, financial and legal measures. mine organizations have been established in order to assist the colonial government in regulation making on mines, explorations, concessions, management and so on.

The establishment and improvement of its organizational structure and function were a complex process coinciding with mining industry in Indochina through the Department of Tonkinese Mines (1885), Indochinese Mines Board (1902), Advisory Council for Mines (1913), Steering Committee for Mines (1922), finally the General Inspector of Mines and Industry (independent operation from 1929 to 1932 and under the General Inspector of Public Works from 1933 onwards). Mine management organization and supporting units played an important role in the mining industrial development in Indochina.

Bach Lam was one of four cantons of Tran Yen District (Quy Hoa Prefecture, Hung Hoa Province in the nineteenth century, present-day Tran Yen district, Yen Bai province). Bach Lam is located in the center including 11 communes: Bách Lẫm, Hào Gia, Cường Nỗ, Bái Dương, Hóa Quang, Minh Quán, Thanh Liễn, Nga Quán, Yên Bái, Lương Nham, Cổ Phúc. Its land situation  reflected the general trend of the whole country under the Nguyen dynasty.

Based on land registers under the 4th reign of Gia Long (1805) of 7 communes in Bach Lam canton (Bách Lẫm, Hào Gia, Cường Nỗ, Bái Dương, Hóa Quang, Nga Quán, Yên Bái), this article seeks to provide insightful lights on common and private lands in Bach Lam canton, by doing so, it draws comments from the economic and social situation of Bach Lam in the first half of 19th century.



Some Remarks on Handicraft in Nghi Loc (Nghe An) in 19th Century

In the 19th century, Nghi Loc was one of the industrial production centers in the Nghe An province with many largely sized crafts and handicraft villages. Through various sources, we have totaled up 24 traditional industries and handicraft villages in Nghi Loc, including famous villages in the whole country such as boat building, sedge mat weave, salt... Nonetheless, Nghi Loc handicraft remained sideline, small production, undifferentiatedly specialized degree, uncommon guild factor and without "Trade street" or large craft arsenals…

The Attitudes of the Federal Republic of Germany and the Indochina War (1945-1954)

By using archival and secondary sources in German archives and libraries, the author of the article aims to investigate the attitudes of the Federal Republic of Germany towards the Indochina War or the Franco-Vietminh War (1946-1954). Some core issues will be explained i.e., the background of the German policy on Indochina, particularly on Vietnam; the official gestures of the (West) German political leaders and the positions of other social political organizations as well as public view towards the French colonial conflict in Indochina.



Lend - Lease and Its Role in the War of National Defense in the Soviet Union (1941-1945)

70 years after the Second World War ended, there are so far remained historical issues, including problems of Lend-Lease - Lend-Lease Act. During the postwar period, Lend-Lease from the image of friendship and cooperation between the US, Britain and Russia... for reasons related to the Cold War became a tool of ideological struggle.

The present-day views of the Allied supports have changed somewhat. In this article, I seek to reexamine some aspects of Lend-Lease to the Soviet Union and assessments of its role in the War of national defense (1941-1945).                        



Corrections of China’s Foreign Policy in the First Years of 21st Century

In the first years of the 21st century, China has gradually kept aloof from the policy of “Hide our capabilities and bide our time”, "Peaceful rise" for their foreign policy of the great nation. Recently, China is pushing to step up a building of new type of relationships with the powers, especially the United States, or relation corrections with neighboring countries… The foreign policy of China is towards the target of "China dream", "Great revival of the Chinese nation". It is able to encourage patriotism in China and on the other hand leading to extreme nationalism, chauvinist nationalism.

Giáo sư Văn Tạo, tên thật là Nguyễn Xuân Đào, sinh ngày 29 tháng 4 năm 1926, tại La Tỉnh, huyện Tứ Kỳ, tỉnh Hải Dương, công tác ở Ban Văn Sử Địa từ ngày 8 tháng 12 năm 1953 đến năm 1960, ở Viện Sử học từ năm 1960 đến tháng 12 năm 1999 nghỉ hưu. Công tác Đảng từ năm 1953, Đảng ủy viên Đảng ủy Ủy ban Khoa học Nhà nước (nay là Viện Hàn lâm Khoa học xã hội Việt Nam) 1959-1960.
