During the national reform (from January 12, 1986 to 2015), together with general policies of mountainous development in the country, due to the strategic location and characteristics of ethnic people in the Central Highlands, the Party and State issue specific policies and guidelines in order to exploit economic potentials and social development, to gradually improve and enhance the physical life and the spirit of ethnic people in the region. The State is interested in the development of every ethnic people, groups and specific people.

Together with the pacification over Vietnam and Indochina, the French Capitalists organized the exploitation of colonies as a condition for their financial capitalism. The aim of the Indochina Bank foundation was to regulate and monopolize the currency trade in Vietnam in particular and Indochina in general. Assigning to the privilege to issue currency by the French Government, Indochina Bank paid a lot of attentions to the exploitation of this monopoly to make money. Benefits from the issuance were enormous, it also protected the bank in avoiding the hassle of exchange.
Land Condition and Peasants Life in North Annam in the French domination

In the period of colonial North Annam, public lands were reduced by the occupation of the French landowners as well as Vietnamese one. In addition, private lands were divided into small atoms. As a result, farmers had no land or very little land to cultivate. They were quickly pushed to the worst situation of impoverishment due to the uncertain farming conditions. Accordingly, they had no choice but to work for plantations and to serve as tenants for landowners. Low income, lost of threats from colonial regulations made their life in North Annam deadly poor and miserable at that time.

The Tay Son thuong dao (upper region) in An Khe mountains and forest, is a vast plateau, four sides with high mountains and jungle cover. This is a flat plateau with an average elevation of 400 meters, Ba river’s flow. The topography makes An Khe to become a strategic area both in defense and attack.
The geo political, economic and social position since the eighteenth century, the upper Tay Son and An Khe district today are always the region with the bold imprints.

More than 22 years of acceding to the 1982 United Nations Convention on the Law of the Sea (UNCLOS), the Vietnamese State always keeps the spirit and responsibility as a maritime nation in implementing the international Law of the Sea. The process results significant achievements in management, exploitation and protection of marine and islands sovereignty of the Nation. The article seeks to contribute to the achievements of marine and islands management and exploitation of Vietnam in recent years, since it became a member of the 1982 UNCLOS.
Roles of American Jewish Polls and the Foundation of the Israeli State (1945-1948)

After World War II, the creation of a Jewish State in Palestine was emerged as one of the most urgent issue in international relations. The Zionism movement developed rapidly and attracted most of the Jews over the world, including the American’s Jewish community. American Jews contributed to the development of the United States so their political influence was increased. The importance of Jews on the political scene dated back Franklin D. Roosevelt’s New Deal. They sympathized deeply with the dream of a Jewish state in Palestine, especially with the Jewish victim of Holocaust in Europe. They provided financial and humanitarian aid for the Jewish refugees. Furthermore, they attempted to secure the support of President Harry S.Truman’s administration in behalf of establishing a Jewish state (Israel) in Palestine. By lobbing, they succeeded in convincing the President. Harry Truman played an important role in the birth of Israel State (1948). After 1948, American Jews successfully urged the U.S movement to provide Israel with billions of dollars in American military and economic assistance. In recent years, Jewish groups have fought not only aid for Israel but for American humanitarian intervention in other regions of the world as well.
Contributions of the Chinese and Oversea Chinese in Vietnam and Singapore
to the Revolution Led by Sun Yat-sen - A Comparative View

Because country conditions, Vietnam and Singapore, as Southeast Asian countries were early paid great intentions and visits by Chinese revolutionary Sun Yat-sen. Sun Yat-sen visited in total Singapore and Vietnam in turn eleven times and six times. Through these visits, he implemented a series of simultaneously revolutionary propaganda. The result of these activities also had recourse of the significant contributions of Chinese and overseas Chinese in Vietnam and Singapore to the revolutionary movement led by Sun Yat-sen.

National Security Adviser, Henry Kissinger, in his memoirs entitled Diplomacy (Diplomaţia, All publisher, Bucaret, 1998 (Romanian) (Original: Henry Kissinger, Diplomacy, 1994), published in 1994 provides insightful information on the attempt by the US administration about the geopolitical position of Laos in the panorama of the Vietnam War in particular and in general Indochina War more than 40 years ago. This article is the result of extracted translation of the basic contents in Chapter 26: “Vietnam: on the Road to despair: Kennedy and Johnson".

Researches on the Xinhai Revolution and Sun Yat-sen and Vietnam have widely been paid attention in the 50th and 60th decades of the twentieth century. After 1975, especially since Vietnam implemented a comprehensive renovation, it has been stronger. Many articles were published on such journals as Historical Studies, Philosophical Studies, Chinese Studies... and in the university curriculum. Workshops from various perspectives and approaches have been organized in Vietnam and China. Xinhai Revolution and Sun Yat-sen also become the attractive topics for BA, MA, PhD theses and so on in Vietnam.
