Dinh Thi Hai Duong, MA
Institute of History, VASS
The maritime commercial policy of the Nguyễn dynasty in the period of 1802-1858 mainly included detailed rules in specific situations and undergone certain adaptations. It drew clear distinctions between maritime commercial activities and those of Vietnamese citizens and foreign merchants. The activities were operated in different ways, but without any professional manner. However, those activities conducted by Vietnamese citizens and foreign merchants were strongly restricted due to many complicated and strict policies of the Nguyễn dynasty relating to maritime commerce (including tax policies) and forbidden regulations on maritime commerce activities. Although there were many disadvantages of the policy, to some extent it positively contributed to create the Nguyễn dynasty’s national income and sufficiency of food and goods for Nguyễn State’s depots in the time.
