The Early Le State’s Policy to Commercial Activities in Rural Areas

There are so far different approaches on trade restrictions of the Le government in 15th century. Nonetheless, given historical materials, it highlights that the state tried to control the foreign trade, as for internal trade which was facilitated and encouraged to develop. The contents of this article come to discuss with some policies of the Le state government for commercial activities in rural areas: i> Unifying currency and measurement; ii> Opening regularly markets; iii> Regulating prohibited items sold in market; iv> Prohibiting officials who not harassed when buying in market; v>Paying great intention to water and land ways, trade service.

Indeed, the Le dynastic policies proposed to loosen domestic trade, in terms of foreign trade, the Le dynasty, although not prohibited, implemented measures for strict control strictly and so on.


Remarks on the Organizational Structure of the Ministry of Rites under the Nguyen Dynasty

Under the Nguyen Dynasty (1802-1945), the Ministry of Rites was one of the highest executive bodies under the direct leadership of the king, and the body of receiving all policies, guidelines through the courtier classic rites or edicts issued by emperor. The Ministry helped also the emperor implement the guidelines and policies in terms of rituals, sacrifices, and external relations in the whole country and clearly noted by solemn ceremony.

The article comes to in depth analyze the organizational structure and activities of the Ministry of Rites to find out its special important roles.

The opium and opium prevention are one of the important problems, ultimate concern of the humanity. Thus in the national management of social policies, opium prevention is a difficult problem to solve. In the nineteenth century Vietnam, opium traffic and smoking were relatively popular and complex.

During the 20 years of his reign (1820-1840), Minh Menh King issued lot of examples, decrees in order to prohibit and prevent opium. This article seeks to contribute to a further understanding of the social management policy aiming to reach more objective perception on the Nguyen dynasty.


Building and Architecture of Hai Duong Citadel under the Nguyen Dynasty: Documents and Awareness

The Hai Duong citadel under the Nguyen time was the architectural monument with a large scale modeled by the Vauban style from the early nineteenth century. In fact, there are a few of the data sources on this issue, more importantly, it remains inconsistent information which facilely cause misunderstanding to public readers. Given various source of materials, the article seeks to point out and initially discuss uncommon information on Hai Duong citadel under Nguyen dynasty.


Canal System under the French Colonial Time with Agricultural Changes in Dong Thap Muoi

(Plain of Reeds) in the Period 1867 - 1945

In comparison to Nguyen Dynasty, the French invested capital, technologies for dredging canals in Dong Thap Muoi (the Plain of Reeds). These canal systems not only contributed to irrigation but also played an important role in trading among areas (in Mekong Delta and Saigon). Canals led the footsteps of land explorers to desolate waste rural areas. The first accomplishment was that Canals helped to widen larger and larger areas of cultivation rapidly in Dong Thap Muoi. In addition, the productivity of grains was gradually improved. Besides that, there was a dramatically complete change about land ownership which caused many conflicts between the natives and the French landowners.


The Agricultural Credit Program Through the Banking System in South Vietnam (1955-75)

This article analyzes the credit program for agriculture via the banking system in Republic of Vietnam (RVN) during the 1960s and 1970s of the XX century. During to poor peasants to access the agricultural credit with preferential interest rates, according to the view of Saigon’s government at that time, the supply of credit in rural areas was controlled and manipulated by usurers, which prevent most of poor peasants from accessing the essential credit for production. While the RVN’s government expected the program will solve fundamentally the usury and the shortage of credit in rural areas, but in reality, the peasants showed little interest in this program, therefore the amount of credit which was delivered to them just covered a small ratio in the total of credit for rural areas.

                After around two centuries of sakoku (Closed country policy), for conducting the reform of the Meiji period (1868-1912) in difficult circumstances and challenges, the reform government came to expand the new diplomatic policy in the external relations, with a focus on European countries and the United States. Many high-level delegations and outstanding students were sent abroad to study on the useful things for the reform cause. This article seeks to present the case of Iwakura envoy to the West during the years 1871-1873. This mission resulted in great significance to the development of Japan afterwards.

The Vietnamese and foreign scholarship has paid intentions on the existence of Panduranga - Champa after 1692 given Nguyen historical records or researches by Po Dharma, P.B.Lafont and so on. Nevertheless, it remains so far unpublicized in Vietnam, by doing so it causes a shortcoming in awareness, even error on history of Panduranga - Champa or Thuan Thanh commandery and Dai Viet and Champa relations after 1692. Based on the available materials, this article seeks to outline the history of the vassal kingdom of Panduranga - Champa or Thuan Thanh commandery during the period 17th and 19th centuries.
