The Policy of America in Asia-Pacific after the Election 2016:

Through the American Approach of Cultural Politics

On January 20th 2017, the “billionaire” Donald Trump of the America will have the inauguration to be the 45th US President. However, the America’s foreign policy of the newly Administration of Donald Trump and his cabinet have created wide forecast not only among the academic community, the policy makers but also the media which was one of the factor leading to the unexpected result about the election 2016. With the slogan “America first” and “Make America great again”, the newly elected President of America has created great concern and predict about the US foreign policy, in general, and about its’ commitment towards the partners and allies in particular because the US foreign policy has so far had impacts on others in the word, though large or small countries. The author of the article has an aim to provide a general approach to American foreign policy toward the Asia – Pacific of the New Administration of President Donald J.Trump based on one of the significant cultural politics of America - the role of individual and players in the historical periods.

The article will focus on the main contents as such: 1) “The City upon the hill” - the significant character of American cultural politics, 2) The newly elected President Donald Trump and America’s foreign policy after the election year of 2016, 3) the cabinet of Donald Trump after election 2016 and 4) The connection of America’s interest and the Asia - Pacific region. Based on the approach that the outstanding of America’s cultural politics: the exceptionism, the legalism and the practicism have been the one of the factors influencing the individuals in the administration, the author will provide a clear vision about the relations between the consideration of interests of each individual within the American political system and the national interests on the issues of foreign policy. Besides, the article will also analyze the foundations that keep the America be with Asia - Pacific so as the forecast the continuity of its’ present in the region though there will be adjustment in the format or the way to implement it.

 

The Process of Protecting the State’s Sovereignty over the

 Southwestern Sea and Islands of the Nguyen Government

In Southward Movement (Nam tien), the process of establishing state sovereignty of the Vietnamese over the continent was placed in parallel with the islands. Before Mac Cuu reached Ha Tien, Vietnamese settlers landed and earned living by exploiting natural resources on sea, along coastal region and on islands over the Gulf of Thailand with neighbouring-ethnic groups (Chinese, Khmer, etc.).

In Cochinchinese period, Nguyen lords gave Mac family “automonous” right. However, administrative control and territorial management (the mainland and islands), diplomatic policy with Chenla and Siam...were only determined by the Nguyen lords’ proclaimations. A two-routes defense system (along costal area and on islands) was built by Mac Cuu. Nguyen lords also built Bac Hai team and aided to Mac court military troops, weapon for security defense and protection against invasion from neighboring countries.

Inheriting the previous governments’ achievement, Nguyen kings promoted the establishment of administrative units, construction of the base station, Phu Cuong team... in suppressing maritime piracy and defeating foreign invaders, protection of state sovereignty and exploiting natural resources. In addition, Nguyen kinds ordered to measure voyages and draw maritime-route maps, kept finding ideal position to construct the guard stations. Given the plantation policy, the Nguyen government reclaimed wild coastal zone and island area successfully.

 

The Diversity in Management of Technical Schools

in Colonial Cochinchina

The paper seeks to reexamine the management of two industrial vocational schools in Cochinchina under the French rule named L’École pratique d'industrie à Saigon and L’École des mechaniciens asiatiques de Saigon. Although each École was under the management and monitoring of the Perfect Council, the former was in favor of the direction of the Public Instruction, and the latter depended further on the Navy. However, the supreme executive authority was under the hands of the colonial government headed by the Cochinchinese Governor and the Governor General of Indochina. Based on newly discovered archival documents, legal documents, government reports, the focus of this article is to study on the composition of the management bodies, decisions about programs, students and changes in school organizations.

In 1965, facing the U.S war's enlarge to the North, all economic ad social activities were required to change for a suitability of the national circumstances which were transferred from peacetime to wartime, including education. Guided by the Party and State's policy, the general education sector came to implement specific and active measures for the education development in the following basic items: i> ensuring safety teaching and learning; ii> adjusting program contents and teaching and examination methods; iii> strengthening ideological, political and moral activities in schools, promoting the movement to build advanced models and to implement development of teachers.

 

The Continuing Management of the Republic of Vietnam over Hoang Sa Islands

On the Indispensable Conditon of the Vietnamese Buddhist Church's Establishment (November 1981)

Based on the specific materials, the article presents and analyzes the unification steps of the Vietnamese Buddhism; from then, affirms the indispensable condition of the Vietnamese Buddhist Church’s establishment (in 1981). This indispensable condition consists of three essential points: Firstly, the unification of the Vietnamese Buddhism as well as the reality of this aim expressed all over three regions of the country (the North, the Central and the South) and early regardless the “to divide and rule” policy of French colonialism. Secondly, both Maharayana Buddhism and Hinayana Buddhism deepened a longing for one unification Church. The solid Buddhist unification claims Maharayana Buddhism and Hinayana Buddhism only one. Thirdly, the unification land, the indispensable condition of the Vietnamese Buddhist unification.

 

The U.S-Chinese Rapprochement and China's Attitude to Vietnamese Revolution

Since the mid-1960s, the US politicians’ positions of the US-China relation changed because of the Soviet-Sino split and the decline of anti-communism caused by its broken illusion about the Vietnam War. Nixon’s diplomatic activities occurred from 1969 to 1972 showed that the US was changing its policy towards China from confrontation to dialogue. His open attitude to China created a significant shift in the Cold War’s balance of power. A “tacit alliance” between the US and China (PRC)-Vietnam’s powerful neighbor and the second largest donor providing financial assistance and military facilities for Vietnam’s anti-US Resistance War-caused political, diplomatic and economic troubles for Vietnam. The article seeks to revisit the US-Chinese rapprochement, and to analyze how the Chinese leaders changed their attitudes to Vietnam’s anti-US Resistance War between 1968 and 1975.

Giáo sư Văn Tạo, tên thật là Nguyễn Xuân Đào, sinh ngày 29 tháng 4 năm 1926, tại La Tỉnh, huyện Tứ Kỳ, tỉnh Hải Dương, công tác ở Ban Văn Sử Địa từ ngày 8 tháng 12 năm 1953 đến năm 1960, ở Viện Sử học từ năm 1960 đến tháng 12 năm 1999 nghỉ hưu. Công tác Đảng từ năm 1953, Đảng ủy viên Đảng ủy Ủy ban Khoa học Nhà nước (nay là Viện Hàn lâm Khoa học xã hội Việt Nam) 1959-1960.
