A Literature Review on the Official Regulations Manners and the Regulation Compilation in the Monarchical Vietnam

   The books of such oriental countries as China, Korea, Japan and Vietnam are not except regulations, historical annals and figure legends. The Chinese official histories (Twenty-four histories) according to biographies used in letters to record historical events, using Biography and Story to record historical figures. The official histories of Vietnam (Đại Việt sử ký toàn thưĐại Việt sử ký tiền biênKhâm định Việt sử thông giám cương mục) were compiled according to chronology, historical facts as a main part and recorded figures, official regulations.

The question is when the official regulations of a dynasty and state formed? How was its compilation in monarchical Vietnam? These are the contents of this article.



Typical Historical Works of the Le Dynasty (1428-1527)

Over the past 100 years, Le dynasty carried out a large number of positive policies which not only contributed to overcome severe consequences under the Ming dynasty, but also made great progress in political, social, economic, military and cultural development. It turned Dai Viet (Great Viet) from a lost independent and sovereign country to a powerful country in the region.

One of the marks of the unprecedented development is the typical historical works such as Lam Sơn thực lục, Sử ký tục biên, Đại Việt sử ký toàn thư, Việt giám thông khảo and Việt giám thông khảo tổng luận by Le Thai To, Le Thai Tong, Le Thanh Tong, Nguyen Trai, Phan Phu Tien, Ngo Si Lien, Vu Quynh and Le Tung.



The influence of Sun Yat-sen’s Thought on the Vietnamese Patriotic and Revolutionary Organizations in the Early 20th Century

From 1902 to 1908, Sun Yat-sen traveled six times to Vietnam, the most of which was the sixth time lasted from the beginning of 1907 to the beginning of 1908 in order to overthrow the Qing dynasty. Nevertheless, during that time, Sun Yat-sen’s thought and his Three Principles of the People did not have a strong impact and left a mark in the ideological views of the patriots and the Vietnamese people.

Based on selected materials and events, the article seeks to clarify the influence of Sun Yat-sen's thought and the help of Chinese democratic revolutionaries to patriotic and revolutionary organizations in early 20th century Vietnam.

Prior to the late 19th century, after having militarily pacifying Vietnam, with the failure of the nationalist movement under the flag of royalty to the King of the Vietnamese people, the French colonial government conducted the first colonial exploitation in terms of economy according to Paul Doumer's colonial exploitation program which was under the title "promote the Indochinese production and trade by developing French colonialism and indigenes’ labor".

The mining industry thus had the opportunity to develop, accounting for 51% of total private investment in Indochina over the 30 years from 1888 to 1918 (249 million in 492 million gold francs), standing in front of all industries. People and companies in mining activities were increased. Administrative and financial measures were taken to promote the development of the mining industry.

Nguyen Hoang is a historical figure with many merits during the restoration of the Late Le dynasty and laid the groundwork for the founding of Cochinchina in the Nguyen lords. He is highly appreciated not only by Nguyen family but also by Late Le dynasty. In his reign, he opened a land called Phu Yen, extending the kingdom frontier which was equivalent to one latitude.

More than 400 years of his death (1525-1613), this article seeks to reappraise some new ideas aiming to contribute to honor him as a predecessor who was a great man with an important merit of land opening and defense.

In doing so, the first step to general characteristics, methods and the roads used by the people here to establish the land of borders southwest of the country.

During the years (1965-1968), the North Vietnam militia contributed to destroy the American destruction war. The North Vietnam militia played a prominent role in the evacuation and the production assurance. It contributed to act and serve the military activities, to assure the transportation and overcome the consequences of the war. These contributions not only safeguarded the economic and defense potentials of the North, but also contributed to the continuous and seamless assistance to the South revolution.

On 13 August 1968, in Crimea, Secretary General of the Soviet Union Communist Party L.I.Brejnev made his last telephone conversation with the General Secretary of the Communist Party of Czechoslovakia Alexander Dubcek.

In 1998, the Italian magazine "Storia e Dossier" (thirteenth year, no126, April 1998), in the column "XX Secolo" from page 4 to page 6, published the content of this conversation(lengthened from 17 hours, 35 minutes to 18 hours, 55 minutes on 13 August 1968) from the recording tapes in the archives. The Rumanian "Dosarele Istoriei" journal (no8 (24), 1998, pp. 14-18) then reprinted the content of the conversation. On the occasion of the 50th anniversary of the "Prague Spring" (Czechoslovakia, 1968-2018), we would like to provide this documents which are translated from Rumanian.
